Bolt Charm can be bought at Chano Retail for 800 Ental after selling 1 Boar Tusk and 1 Shea Fruit.

Bolt Charm can be found in Muspelheim, Forest of Gates, Thunderous Cave, Glacial Cave, Burning Cave, Equinox Garden, Utopia, Champion's Hall, Mysterious Labyrinth (extended), Emerald Copse (extended), Pristine Stream (extended), Haunted Woods (extended) and Crystalline Peak (extended).
