Etrian Mystery Dungeon. It has 33 Attack, has a chance to inflicts Fear to Monsters with normal attacks and can be Forged 3 times to add additional effects.

Dark Saker can be bought at Chano Retail for 2,750 Ental after selling 1 Bud Tusk, 2 Dolomite and 1 Paulownia Bark.
Dark Saker can be found in Pristine Stream, Haunted Woods, Animal Trail, Crystalline Peak, Torrential Ravine, Muspelheim, Mysterious Labyrinth (extended), Pristine Stream (extended), Haunted Woods (extended), Crystalline Peak (extended) and Torrential Ravine (extended).
Dark Saker is given to Gunners as default equipment in Fire Forts, Ice Forts and Volt Forts.
Forging
Up to 3 additional effects can be added by Forging. Forging requires to having sold 1 Steel Earth, 1 Crane Ginseng and 1 Mahogany, each time.
