Fay's Puzzle #015 is one of the 50 puzzles unlocked initially in 
Solution
Immediately walk to the Jar and stop after picking it up. Turn to face the Staff that the Thiefwalrus is heading towards and steal it by using the Walrus Jar towards it. After that, break the jar and pick up the Switching Staff. Just line yourself up with the Thiefwalrus and switch with it, then walk down to the Stairs.
