Unused Jobs and unused job-related data exists.
Custom Jobs can be created using the Ground debug menu.

Unused Pokémon
The game contains unused Pokémon data for multiple dummy entries, as well as Starmie, Chinchou, Sunkern, Lugia, Ho-Oh, Shiny Ho-Oh, Kecleon, Victini, Reshiram, Zekrom, Kyurem and the Substitute.
Sunkern is completely unused and doesn't appear in the game.
