General Information
Oboro (Japanese: おぼろ) is a ninja who works for the Shogunate. She's after the treasures of the Karakuri Mansion and wants to claim them for the Shogunate.
Locations
Oboro is first encountered atop the Koujinmaru III, disguised as the old woman from the Hourai Teahouse. Tae is revealed to be another of her disguises before she shows her true self. She arrests Shiren, Asuka, and Koppa and throws them in the brig of her airship so that they won't interfere with Shogunate business before investigating the mansion with her subordinates.
