This item is exclusive to Wish Cave, and can be found on Floors 88 and 93 in Kecleon Shops for a few thousand Poké. They can be stored indefinitely.
Again, Kecleon Shops can sell this for a few thousand Poké, and you can sell them for 1 Poké.
